I killed 23894239492342 of the PH's listed up there and never got him. Finally I used PH's "a bloodied skeleton" and "a blackened spirit". A static is at -925, 2080, and there's a roamer that comes around near there too. Probably other locs, but this is where I found them. The PH's listed in the entry didn't yield named for a few days, but I got this one in a few spawns, using these PHs.
